Carol Tovey was born 1935 in Dunedin, Dunedin City, Otago Region, New Zealand to Arthur Gordon Tovey (1901-1974) and Heather Campbell (1911-2004) . She married Neil McKenzie Henderson (1930) 23 January 1957 in Wellington Region, New Zealand.

Carol was an only child. In 1946 she moved with her parents to Wellington. She trained as a primary school teacher with specialty art and craft.

In 1998, Carol published the book "A Blaze of Colour", about her artist and educator father, Gordon Tovey.

In 2010, her second book was published, with her and her mother's accounts of Heather's eventually successful search for her parentage: "Searching for Grace".
