In the Croatian language the word grad is used for both towns and cities. As of January 2014 there are a total of 128 second-level administrative units officially registered as cities or towns (usually consisting of a town proper and nearby settlements such as hamlets or villages) and 428 municipalities (which are commonly a collection of villages). In terms of administrative powers there is very little difference between the two designations.
