Wikipedia has a page called:
The "Resided in ..." category for each county or similar division of a province or territory can be best created or improved by use of a template modelled on Template:r-us. See Category:Resided in Allegan County, Michigan for an example. There are similar templates to simplify other sorts of category page creation.
So that provinces are listed separately above the ultimately much more numerous surnames, please give province subcategories a piped link like this:
(for "Resided in Quebec") [[Category:Quebec]] [[Category:Resided in Canada|*Quebec]]
