David Collins was born 3 March 1754 in London, England, United Kingdom to Arthur Tooker Collins (1718-1793) and Henrietta Caroline Fraser (c1718-1807) and died 24 March 1810 Hobart, Tasmania, Australia of unspecified causes. He married Maria Stuart Procter (c1760-1830) 13 June 1777 in St Paul's Church of England, Halifax, Nova Scotia, Canada.
He arrived in Sydney 26 January 1788 on the Sirius in the First Fleet.
He was deputy judge advocate and first lieutenant-governor of Tasmania.
