Dumitru Iarca (sometimes referred to as Dimitrie Iarca) was prefect and senator of the former Teleorman County. He is known as being a good administrator building several roads as well as two important bridges over the Vedea and Olt rivers. He also built the first telephone connections to Teleorman County.

Dumitru Iarca was also the owner of the Ulmeni estate.
