E. Rowland Hill was born 29 January 1872 in Pompton Township, Passaic County, New Jersey, United States to Benjamin Rowland Hill (c1850-) and Hetty Maria Van Duyne (c1850-) and died 25 August 1948 Essex County, New Jersey, United States (Orange (N.J.) Memorial Hospital) of heart disease. He married Grace Gibson Crider (c1872-aft1949) 1 June 1904 .
Hill became an influential and respected electrical engineer, specializing in electrifying railroads, primarily the 2,200 miles of track of the Pennsylvania Railroad. He was a partner in Gibbs & Hill (formed in 1923), and his daughter married the man who succeeded him as president.

He had at least two siblings, including Margaret Van Ness Hill (1875-), who became Mrs Atchison.
