Are there any thoughts on whether it is appropriate to post transcriptions and/or images of (public domain) documents at this wiki (wills, out-of-copyright biographies, census records, etc.)? And if so, is there any advice on how to structure such pages?

It is encouraged, and you won't be the first. A search for any of those words should show a few relevant pages. Examples:
  • Wills: no page structure standards yet, but a hint of it in Category:Wills; see also Richard Marks (1844-1907).
  • Biographies: even less formality; the Wikia tour has one page that has an original biography but there are hundreds. Some of the longer pages for individuals have "biography" subpages accessible from tabs; see Forum:Tabs templates.
  • Census records come in many forms, and we have images (with the occasional argument about copyright) and transcriptions; standards are developing for page names and categories; start with the links on the Census page and see an impressive transcription/compilation at Surrogate Census Southwestern Virginia 1769-1800.
