Frederick Charles Howard was born 21 June 1840 to Henry Howard, 2nd Earl of Effingham (1806-1889) and Eliza Drummond (1810-1894) and died 26 October 1893 of unspecified causes. He married Constance Eleanora Caroline Finch-Hatton (1847-1910) 3 June 1871 in London, Greater London, England, United Kingdom.

Obituary
The Hon. Frederick Charles Howard was a son of Henry Howard, the second Earl of Effingham, by his wife Eliza, daughter of General Sir Gordon Drummon [sic], G.C.B. He was born in 1840, and educated is Harrow. He entered the army and was lieutenant, and subsequently captain in the Coldstream Guards until 1866. In 1868 he became cornet in the Oxford Yeomanry Cavalry, serving till 1872. He was also adjutant in the York Militia from 1871 to 1876. In 1871 he married Lady Constance Eleanora Caroline Finch-Hatton, daughter of the 10th Earl of Winchelsea, by whom he had two sons. His residence was 34 Evelyn Gardens, S.W., and he was a member of the Turf Club.
