Neron Lupașcu was born 1891 in Râmnicu Sărat, Buzău County, Romania to Gheorghe Lupașcu (1843-1936) and Maria Filotti (1856-c1945) and died circa 1955 of unspecified causes. He married Ana Filitti (c1900-c1970) .
Neron Lupașcu attended the Mănăstirea Dealu military high school (later renamed Niculae Filipescu military high school), dupa care a mers the Military School for Artillery, Military Engineering and Navy (Școala Militară de Artilerie, Geniu și Marină)., unde s-a specializat ca ofiter de artilerie. A activat in Divizia a III-a Artilerie si in serviciul personal al ministrului de razboi, iar la 37 de ani a fost transferat, avand gradul de maior, la Corpul Pompierilor Militari, unde a fost sef al serviciului tehnic si ajutor al comandantului.
In 1937, he was appointed commander of the Military Firefighters' Corps. In this capacity he reorganized the territorial firefighters' units and created 21 new units. He was also extremely active in providing the equipment needed by the firefighters and published several manuals on firefighting related subjects. He received the award of kights of the Order of the Star of Romania. He retired in 1941, after 30 years of active duty.
The firefighters of Buzău County decided to honor his memory and to name their unit the ”Neron Lupașcu Inspectorate for Emergency Situations of Buzău County”.
