Parameters

First parameter

This is the year of the establishment without the last digit. Eg for 1923 use 192.

Second parameter

This is the last digit of the year. Eg for 1923 use 3.

Third parameter

This is the year that immediately preceeds the first year of the decade the year of establishments falls in. Eg for 1923 the first year of the decade is 1921 and so we use 1920.

Fourth parameter

This is the year that immediately follows the last year of the decade the year of establishments falls in. Eg for 1923 the last year of the decade is 1930 and so we use 1931.
